GSTR-6: Monthly Return for Input Service Distributors

GSTR-6 is the monthly GST return filed by an Input Service Distributor (ISD) to report inward-service invoices and distribute eligible Input Tax Credit (ITC) to eligible branches or units sharing the same PAN.

Who should file GSTR-6?

An ISD is an office that receives invoices for input services and distributes the related GST credit to its distinct registrations. Under Section 39(4) of the CGST Act, 2017, every registered ISD must file a return for each calendar month.

The due date is the 13th day of the following month. For example, GSTR-6 for August must ordinarily be filed by 13 September.

What does GSTR-6 contain?

As prescribed under Rule 65 of the CGST Rules, 2017, GSTR-6 is prepared using the auto-drafted details in Form GSTR-6A, with additions, corrections or deletions where necessary. It includes:

  • Invoices and debit notes for input services received by the ISD
  • Eligible and ineligible ITC available for distribution
  • ISD invoices issued to recipient units
  • ISD credit notes issued where previously distributed credit must be reduced
  • Amendments to earlier reporting, where applicable

Rule 39 requires ITC available for distribution in a month to be distributed in that same month. Eligible and ineligible credit, including blocked credit under Section 17(5), must be reported separately.

Key rules for distributing ITC

Section 20 of the CGST Act lays down the distribution framework. Credit attributable to one recipient must be distributed only to that recipient. Credit attributable to more than one recipient must be distributed pro rata based on the recipients’ turnover during the relevant period.

Integrated tax credit is distributed as IGST. CGST and SGST credit is distributed as CGST and SGST to a recipient in the same State; for a recipient in another State, the corresponding credit is distributed as IGST.

Important change from 1 April 2025

The ISD framework was strengthened from 1 April 2025 through Sections 11 and 12 of the Finance Act, 2024, brought into force by Notification No. 16/2024–Central Tax dated 06-08-2024. The amended provisions cover common third-party input services and services liable to reverse charge.

Rule 39 was also amended through Notification No. 12/2024–Central Tax dated 10-07-2024, effective from 1 April 2025 under Notification No. 09/2025–Central Tax dated 11-02-2025. Businesses with multiple GST registrations should review their service-invoice flow and ISD controls carefully.
